We’re searching for an experienced Technical Capture Manager with strong industry and customer relationships in the NSA Market to maximize our expertise in Digital Signals Processing, IT Operations, and Wireless Cyber. The Capture Manager will play a critical role in capitalizing on current opportunities, growing our opportunity pipeline, and developing long term shaping strategies for future strategic efforts.

The new team member will work directly with the INNOPLEX Executive Leadership with support from Market Area Leads and Program Managers to secure new major contracts.

The Capture Manager identifies the resources needed to pursue business opportunities; influences bid strategies, pricing, teaming, and proposal strategies; and manages the transition from business opportunity to proposal development to award.

Key Requirements:

    • TS/SCI w/ Polygraph
    • MBA or Technical Engineering Background Preferred
    • 5-10 Years of capture experience within the Intelligence Community
    • Technical and mission understanding of SIGINT, Cyber and IT Operations
    • Organized and process oriented
    • Successful capture of $60M+ Prime efforts within the IC within the last 5 years
    • Experienced with the development of IC pipelines exceeding $50M annually with accurate P-Win calculations
    • Proposal leadership experience
    • History of successfully shaping prime opportunities through whitepapers and presentations
    • Excellent technical writing and presentation skills
    • Strong understanding of FAR and Small Business Requirements
    • Desire to teach others about proposal and capture lifecycles to grow corporate capabilities
    • Active member of Business Development related organizations and groups: ie. AFCEA

Additional Requirements / Qualifications

Specific Key Responsibilities:

  • Manage and Maintain Business Development Pipeline:
    • Lead the maintenance of the INNOPLEX Business Development Pipeline for IC and DoD markets with support from Market Leads and Program Managers
    • Research, track, and summarize upcoming opportunities in the NSA Acquisition Resource Center for bid/no-bid decisions and pipeline reviews
    • Work with Executive Leadership to establish valid metrics to track and ensure a healthy backlog and pipeline
    • Establish short, mid, and long term goals for these metrics and define reporting rhythm
  • Capture Lead for top corporate capture / proposal initiatives, providing:
    • Active leadership of proposal efforts – from tracking, planning and orchestrating activities, to generating and harmonizing content through production and submittal
    • Use relationships with acquisition leads and PEOs to better understand future customer acquisition plans and actively shape acquisitions based on INNOPLEX strategy and strengths
    • Assisting with marketing strategies to position INNOPLEX for upcoming efforts
    • Refine competitive analysis and P-Win
    • Scheduling, planning and coordination of resources across engineering, contracts, and finance in support of opportunities - to include Sources-Sought, Requests For Information, and Requests For Proposals
    • Review of outlines, storyboards, text, and graphics for clarity, conformance, consistency, and completeness
    • Continued development and maintenance of a clear and concise understanding of company products, services and pricing models
  • Develop and manage the internal proposal team and capabilities:
    • Make recommendations for the securing of internal and external resources that align with corporate budgets and project success
    • Establish, implement, and maintain administrative proposal policies, processes, tools, and other enablers related to proposal development and business development process improvements
    • Build a repository of historic proposals and reusable proposal content, volume templates, and milestone review materials
